2012-01-Collective Bargaining
Bill 2012-01 was an act pursuant to Chapter 59, Article II, Section 159-10 E of the Wicomico County Code, approving provision(s) in a collective bargaining agreement between Wicomico County, Maryland, the Office of the Sheriff of Wicomico County and the Wicomico County Fraternal Order of Police, Lodge #111, that are in conflict with the Wicomico County Manual of Personnel Policies and Procedures.
Bill 2012-02 was an act to amend Chapter 203 of the Wicomico County Code, titled "Taxation," Section 203-13, titled "Tax Levied," to modify the County Income Tax Rate from an effective rate of 3.1% to 3.2%.
Bill 2012-03 was an act to delete the current provisions of Chapter 37 of the Wicomico County Code, titled "Ethical Standards? in their entirety and amending Chapter 37 by adding new provisions in replacement; providing for certain definitions; providing for the creation of a new and expanded Ethics Commission and for the duties, powers, and operations thereof; providing for certain prohibited conduct and interests; providing for certain restrictions on employment, financial interests, and affiliations; providing for certain restrictions on certain activities and conduct; providing for restrictions on gifts; providing for financial disclosures in certain circumstances: providing for registration and for certain restrictions with respect to lobbying activities; and relating generally to matters of ethics in Wicomico County government.
THE ANNUAL BUDGET AND APPROPRIATION BILL OF WICOMICO COUNTY, MARYLAND TO ADOPT THE COUNTY BUDGET, CONSISTING OF THE CURRENT EXPENSE BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2013, THE CAPITAL BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2013, THE GOVERNMENTAL AND ENTERPRISE FUNDS BUDGETS FOR THE FISCAL YEAR ENDING JUNE 30, 2013; AND TO APPROPRIATE FUNDS FOR ALL EXPENDITURES FOR THE FISCAL YEAR BEGINNING JULY 1, 2012, AND ENDING JUNE 30, 2013, AS HEREINAFTER INDICATED.
Bill 2012-05 was an act to amend Chapter 117 of the Wicomico County Code, titled "Building Construction" Section 117-1, titled "Authority and Purpose," Section 117-3 titled "Adoption of standards by reference," and Section 117-5, titled "Modifications and amendments to code" to adopt as the Building Code for Wicomico County the 2009 Edition of the International Building Code and the International Residential Code, with modifications, regulating and controlling the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of building systems.
Bill 2012-06 was an act to amend Chapter 196 of the Wicomico County Code, titled "Stormwater Management" Article V, titled "Permits" Section 196-16, titled "Permit requirement," and Section 196-20 titled "Performance Bond," to provide an alternative process for the requirement of a performance bond for agricultural uses.
Bill 2012-07 was an act to authorize and empower Wicomico County, Maryland to borrow on the faith and credit of Wicomico County, Maryland an aggregate amount not exceeding Twelve Million Five Hundred Fifty Thousand Dollars ($12,550,000) and to evidence such borrowing by the issue and sale from time to time of one or more series of general obligation bonds of the County, the proceeds thereof to be used by Wicomico County to finance, refinance or reimburse the costs of a project for the Board of Education of Wicomico County, including costs of planning, design, acquisition, construction, improvement, installation, renovation, rehabilitation, repairing, furnishing and equipping of land, facilities, buildings and structures,together with other costs and financing costs related thereto; authorizing the County Council to pass one or more resolutions prior to issuing all or any part of the bonds in order to fix,prescribe and determine the details of the bonds and the issuance and sale thereof; authorizing the issuance from time to time of one or more series of general obligation refunding bonds in order to refund or advance refund any of the bonds issued pursuant to the authority of this Act,provided that the aggregate principal amount of each such issue of refunding bonds does not exceed one hundred thirty percent (130 %) of the aggregate principal amount of bonds refunded there from; providing that all such bonds shall be general obligations of the County to which the faith and credit of the County are pledged and authorizing annual appropriations to pay the principal of and interest on said bonds and the levying of taxes to meet said appropriations,subject to any lawful limitations on the County's taxing power set forth in the Charter, as that taxing power may relate to such bonds; exempting all such bonds from the provisions of Sections 10 and 11 of Article 31 of the Annotated Code of Maryland; authorizing the issuance from time to time of one or more series of general obligation bond anticipation notes in an aggregate principal amount not to exceed Twelve Million Five Hundred Fifty Thousand Dollars ($12,550,000) prior to and in anticipation of the sale of the bonds authorized hereby; providing for the disbursement of the proceeds of the bonds or bond anticipation notes authorized hereby; providing that the provisions of this Act shall be separable; and generally relating to the issuance and sale of such bonds or bond anticipation notes.

Bill 2012-09 was an act to amend Chapter 70 of the Wicomico County Code, titled "Recreation, Parks and Tourism" Article III, titled "Tourism Board," Section 70-7, titled "Establishment and membership,"and Section 70-8, titled "Duties and functions," to make the Tourism Board code sections consistent with the format and language of the Recreation and Parks Commission and the Youth and Civic Center Commission code sections.
