Bill No. 2009-1
Bill No. 2009-1 was an act to amend Chapter 117, titled "Building Construction", Section 117?5, titled "Modifications and amendments to code" to exempt volunteer fire departments from paying fees for building permits and related review fees, such as fire protection system plan review and inspection fees, floodplain permit fee, stormwater review fee, and electrical and utility permit and inspection fees.
Bill No. 2009-2 was an act to amend Chapter 174, titled "Nuisances", section 174-5 titled "Abandoned vehicles." to set the amount for an abandoned vehicle permit to twenty-five dollars ($25).
Bill No. 2009-3 was an act to amend Chapter 225 of the Wicomico County Code, titled "Zoning," Part 6, "Accessory and Principal Uses" Article XVIII, entitled "Principal Uses," Section 225-67, titled "Table of Permitted Uses - designations" to expand the uses permitted by special exception in the LB-1 Light Business and Institutional District, to include the sale and service of motorcycles, ATV's and similar vehicles and equipment.
Bill No. 2009-4 was an act to amend Chapter 133, titled Dogs and Other Animals, Section133-10, titled Impoundment and redemption provisions, to require Wicomico County to hold impounded dogs, cats, and ferrets for six days.
Bill No. 2009-6 was an act to authorize and empower Wicomico County, Maryland to borrow on the faith and credit of the County an aggregate principal amount not exceeding Thirty-Four Million Dollars ($34,000,000.00).
The Annual Budget and Appropriation Bill of Wicomico County, Maryland to adopt the county budget, consisting of the current expense budget for the fiscal year ending June 30, 2010, the Capital Budget for the fiscal year ending June 30, 2010, the Governmental and Enterprise Funds budgets for the fiscal year ending June 30, 2010; and to appropriate funds for all expenditures for the fiscal year beginning July 1, 2009, and ending June 30, 2010, as hereinafter indicated.
Bill No. 2009-8 was an act to amend the Wicomico County Personnel Manual Chapter 15, entitled ALeave and Holiday Benefits, Section 1515, titled AFamily Leave to adopt changes required by amendments to the Federal Family Medical Leave Act.
Bill No. 2009-9 was an act to amend Exhibit "B" of the Annual Budget and Appropriation Bill, Legislative Bill No. 2009-07, adopted June 2, 2009, to increase the Capital Improvement Budget for FY 2010, to include the required funding for the Wor-Wic Community College-Allied Health Building.
Bill No. 2009-10 was an act to authorize and empower Wicomico County, Maryland to borrow on the faith and credit of Wicomico County, Maryland an aggregate amount not exceeding Twenty-Four Million Five Hundred Forty-six Thousand Six Hundred Eighty-Seven Dollars ($24,546,687) .
Bill No. 2009-11 was an act to amend Exhibit "A" and Exhibit "C" of the Annual Budget and Appropriation Bill, Legislative Bill No. 2009-07, adopted June 2, 2009, to implement temporary, across-the-board, pay reductions.
Bill No. 2009-12 was an act to amend Exhibit "A" and Exhibit "C" of the Annual Budget and Appropriation Bill, Legislative Bill No. 2009-07, adopted June 2, 2009, to reduce revenue projections and to reduce departmental and enterprise expense appropriations to rebalance the current fiscal year 2010 operating budget for both the General Fund and the Enterprise Fund operations.
Bill No. 2009-13 was an act to amend the Wicomico County Personnel Manual Chapter 11, entitled "Salary Administration"; Section 1111, entitled "Rates of Pay"; Chapter 12, entitled "Overtime and Compensatory Time"; Section 1201, entitled "General"; Section 1203, entitled "Policy"; Section 1205, entitled "Prior Approval"; Section 1210, entitled "Multiple County Jobs" and Chapter 15, entitled ALeave and Holiday Benefits; and Section 1508, entitled ACompensatory Leave to clarify an inconsistency in the amount of compensatory time an exempt employee can accrue.
Bill No. 2009-15 was an act to amend Chapter 117, titled "Building Construction," Section 117-8, titled "Purpose; general; certificate of occupancy," Section 117-8.1, titled "Definitions," Section 117-9, titled "Adequate radio coverage," Section 117-10, titled "Amplification systems allowed," Section 117-11, titled "Testing procedure," Section 117-12, titled "Exemptions," Section 117-13, titled "Waiver of standards", Section 117-14, titled "Violations," and Section 117-15, titled "Severability," to amend the public radio amplification system law to ensure emergency services communications work within buildings and structures in the county.

Bill No. 2009-18 was an act to amend Chapter 70, titled "Recreation, Parks and Tourism, to re-establish the "Youth & Civic Center Commission," adding sections 70-12 thru 70-16 setting forth the Commission's membership, purpose and duties, officers, meetings, and rules and regulations.
Bill No. 2009-19 was an act to amend Chapter 200, titled "Subdivision of Land," Section 200-23, titled "Improvement guaranties, repair and maintenance bonds" to amend the subdivision law as it applies to the construction bond and warranty; to increase the number of years a developer is required to bond a subdivision improvement from two years to three years; to increase the amount of the subdivision construction bond to 150% of the cost of the installation of the improvements; and to increase the amount of the bond posted for repair and maintenance from 10 to 15% of the cost of construction of the improvements.
