GENERAL INSTRUCTIONS
1. Submission of Bids: Bids should be submitted on the bid form provided in the solicitation. The bid form shall be signed and submitted in a sealed envelope clearly identified on the outside with the name of the project and date and time of the scheduled bid opening as indicated in the advertisement. Failure to respond to the solicitation with a formal bid or a “No Bid” will be cause for removal from the bidder’s list.
2. Delivery of Bids: Bids should be mailed or hand carried to Wicomico County Purchasing Department, 125 N. Division Street, Government Office Building, Room 303, Salisbury, MD 21801 in order to be received in the office of the Purchasing Agent prior to the announced bid opening. Bids received after said time will be returned to the bidder unopened. It is fully the responsibility of the bidder to insure that the bid is received on time. The County will not speculate as to reasonableness of the postmark, nor comment on the apparent failure of a public carrier to have made prompt delivery of the bid.
3. Descriptive Literature: Descriptive literature fully describing the product bid (where such literature exists) shall be included with the bid to assist the Purchasing Department in evaluating the submission. Failure to do so may be cause for rejection of the bid.
4. Exceptions: Any exceptions to the specifications requested should be listed on a separate sheet of paper attached to the bid. An exception to the specifications may not necessarily disqualify the bid. The County will determine if the exception is an essential deviation or a minor item. In the case of a minor deviation, the County maintains the option to award to that bidder if it determines the performance is not adversely affected by the exception.
5. Award of Bid: The Purchasing Agent shall award the contract to the lowest responsive and responsible bidder complying with the provisions of the Invitation for Bid. The Purchasing Agent reserves the right to award a contract by individual items, in aggregate, or in combination thereof as deemed necessary to fulfill the anticipated requirements of the County. If some characteristic of the bid requires that the bid must be reviewed by the County Council, the award can be expected within 30 days.
6. Approved Equals: In all specifications where a material or article is defined by describing a proprietary product or by using the name of a vendor or manufacturer, it can be assumed that an approved equal can be substituted. The use of a named product is an attempt to set a particular standard of quality and type that is familiar to the County. Such references are not intended to be restrictive. However, the County shall decide if a product does in fact meet or exceed the quality of the specifications listed in the solicitation. It shall be the responsibility of the vendor that claims his product is an equal to provide documentation to support such a claim.
7. Sales Tax: Wicomico County is exempt from Federal excise and Maryland sales tax. A copy of an exemption certificate shall be furnished upon request. According to the Office of the Comptroller of Maryland, the Contractor is responsible for paying the sales tax and should incorporate it into his bid.
8. Multi-Year Contracts: It should be noted that multi-year contracts may be continued each fiscal year only after funding appropriations and program approval have been granted by the Wicomico County Council. In the event that the Council does not grant necessary funding appropriation/program approval, then the affected multi-year contract becomes null and void effective July 1 of the fiscal year for which such approvals have been denied.
9. Delivery: All items shall be delivered F.O.B. destination and delivery costs and charges included in the bid unless otherwise stated in the specifications or proposal.
10. Insurance: If required by the Special Conditions of the Invitation for Bid, the bidder shall provide the County with Certificates of Insurance within ten (10) days of bid award notification evidencing the required coverage. Bidder must provide Certificates of Insurance before commencing work in connection with the contract.
11. Right to Reject: The Wicomico County Council reserves the right to reject any and/or all bids or to waive any technicality it deems in the best interest of the County.
12. Piggybacking: Wicomico County may authorize, upon request, any governmental entity (hereafter Authorized User) within the County to purchase items under the contract awarded pursuant to this bid solicitation. All purchase orders issued against the contract by an authorized User shall be honored by the Contractor in accordance with all terms and conditions of this contract. The issuance of a purchase order by an Authorized User pursuant to this provision shall constitute an express assumption of all contractual obligations, covenants, conditions and terms of the contract. A breach of the contract by any particular Authorized User shall neither constitute nor be deemed a breach of the contract as a whole which shall remain in full force and effect, and shall not affect the validity of the contract nor the obligations of the Contractor thereunder respecting the County. The County specifically and expressly disclaims any and all liability for any breach by an authorized User other than the County and each such Authorized User and Contractor guarantee to save the County, its officers, agents and employees harmless from any liability that may be or is imposed by the Authorized User’s failure to perform in accordance with its obligations under the contract.
SPECIFICATIONS FOR (1) DUMP TRUCK/WITH MOUNTED SNOW PLOW
The following specifications are for (1) 2005 conventional model medium duty cab and chassis with a gross vehicle weight of 35,000 lbs. Truck to be used in the maintenance of roads within the Roads Division Department of Public Works.
DUMP TRUCK BODY
The successful body vendor is required to furnish a dump body on truck chassis that is fully functional and operational in every way and ready for immediate use by purchaser. Completed unit to be delivered to Wicomico County Roads Division, 28440 Owens Branch Road, Salisbury, Maryland. 21801. The successful truck chassis vendor is required to have the specified truck chassis drop shipped to the body manufacturing plant of sucessful vendor.
Body, hoist, and tarping system to be supplied by a single manufacturer.
CONSTRUCTION- Continuous welded (not intermittent) throughout. Entire body to be 8 gauge high strength steel
BODY LENGTH- Minimum 10’ LOA
BODY WIDTH- 84” inside width
BODY ENDS- Minimum 36” high
BODY FLOOR - 1/4” Corten steel, 8 gauge, one piece with 3” radius corners
BODY SIDE- To be 8 gauge steel with tapered vertical boxed side braces; fully welded boxed top rail; dirt shedding (sloped) fully welded bottom rail; fully welded boxed rear corner posts; board gussets ends and middle to accept 2 1/2” thick board (board not included); Bustin or Morten treadplate between verticals located approximately 4” above floor height; full length flat bar tarp (bar) approximately 6” above treadplate; ladder for access to body shall be mounted under body and pulled out for access; to be mounted on curbside of vehicle behind rear wheel area.
TAILGATE- To be boxed fully welded top inverted fabricated integral vee top bracing to tailgate and bottom horizontal braces with bottom to have dirt shedding design; minimum of four (4) vertical fully welded boxed braces; double acting top and bottom tailgate; two (2) chain key ways each side (total 4) located to allow for lights in rear corner posts; air operated tailgate latching system with cab mounted switch; safety pins on chains or cable for latches; chains to be 5/16” system 7 upper hinge heavy duty steel offset.
BODY LIGHTS - To be 12V LED “ trucklite” shock mounted or equivalent with rubber shock mounted. Tail/stop light and brake in rear corner posts in addition to chassis mounted lights, plus all other dot requirements.
BODY UNDERSTRUCTURE- To have jig built 3” structural channel cross members on 12” centers and 6” structural channel long sills; understructure fully gusset and welded to body.
SPLASH SHIELD AND FLAPS- To have front splash shield (guard) mounted on subframe with antisail spray suppressant flaps behind rear wheels.
BODY HINGE/PIVOT POINT- Body mounting requires a minimum 8” overhang of body past after frame; to have full width steel hinge shaft.
GREASE FITTINGS- To have grease fittings for all pivot points
SPREADER APRON- 6” bolt-on installed
PAINT AND PRIMER COATS- To be powder coated to match chassis. To be powder coated to match cab.
CAB SHIELD- To have ½ cab shield of 8 gauge steel; with “star” strobe light model 250-sdh (amber), self leveling with limb guard mounted so as not to interfere with tarping system.
BODY HOIST- To be “double acting” underbody hoist or equivalent; stoke 20”; cylinder diameter 8”, piston rod diameter 21/2”; dump angle a minimum of 50 degrees; oil capacity 30 gallon reservoir with filter and gauge; gross hoist rating 32,200 lbs; mounting height approximately 14” minimum and 15 ½” maximum; removable low pressure head.
SAFETY EQUIPMENT- To have under body prop (dual – 2 arms) and any other necessary OSHA required equipment.
MDOT STYLE TOOL BOX- Furnish and install MDOT style behind the cab tool box in steel: box shall be 12” deep and approximately 84” wide. Height shall be from frame rails to just beneath window of cab (rear window). Material shall be 10 gauge high tensil steel and finish shall be powder coat to match cab. Tool box shall have a ¾” floor of plywood and a ¾” plywood shelf halfway up box height. Box shall open on both ends with doors having automotive type seals. One spotlight to be included inside box.
CENTRAL HYDRAULIC SYSTEM ROCKER CONSOLE WITH REMOTE DUMP AND OVERRIDE
The hydraulic system shall be a central hydraulic type, load sense, manifold mounted. The valves shall be remote solenoid operated by means of controls installed in the cab and shall operate the following functions. This hydraulic manifold shall be manufactured of aluminum with SAE o-ring sealed bottom ports. The system shall operate through a shuttle valve network to signal the pump/valve when flow is required.
The electrical connections for proportional valves and the tarp valve shall be “DIN” or “Hirschman” type. All others shall be 3 pin “maniplug” or “Brad Harrison” type. Accessory valves shall be cartridge or sandwich type.
1. Tarp cover/uncover by means of a cartridge type valve, utilizing 4 way motor spool to operate the hydraulic load cover.
2. Snow plow up/down shall be a do1 type, 4-way motor spool with a sandwich type flow control to adjust speed of the plow lift and lower It shall have, in addition to the other requirements, an adjustable cartridge type counter balance valve manifold mounted to hold the plow in a raised position when being transported.
3. Plow angle right/left shall be a DO1 type, 4-way motor spool with a sandwich type adjustable flow control valve to control the speed of the plow angle function.
4. Bed hoist up/down shall be a DO3 type, 4-way motor spool with sandwich valves constructed as follows: the upper most sandwich valve shall be an adjustable dual flow control to determine the speed of the bed up and down. The center is to be an adjustable dual counter balance valve to hold the bed in any desired position in it’s travel up and down. The lower section shall be an adjustable dual work port relief valve to limit the load capacity of the hoist so as to prevent bed equipment overloading.
5. Spinner/conveyor shall be proportional valves with flow capabilities of 0-17 gallons per minute to operate the spinner and conveyor. These valves shall be controlled by an open loop electronics package as described later.
HYDRAULIC VALVE ENCLOSURE:
RESERVOIR: Shall have a 30 gallon reservoir constructed of 10 gauge steel, chassis mounted with grade 8 bolts, and nuts. Shall have a “breather type” bayonet style, filler cap, (with filter screen) and be equipped with a drain plug and supply line cut off at tank. Pump suction strainer shall be minimum of 2” in diameter with a 100 mesh screen type located inside reservoir. Shall be rated at 45 gallon per minute and have a minimum 2” full flow ball valve with a minimum 2” suction hose to pump. Shall have a bolt on service plate to service or replace suction strainer. Shall have combination oil level and temperature gauge. Shall have a decal (hydraulic oil only.)
HYDRAULIC PUMP/VALVE (LOAD SENSING SYSTEM) Shall be of manufacturer specification. Designed to
work with central hydraulic system.
ELECTRO HYDRAULIC CONTROLS:
MAIN CONSOLE/SWITCHES:
The main control console
shall be fabricated from vinyl clad aluminum and be designed to be
appropriately located inside cab within easy reach of the operator. The following functions are to be included:
master switch, plow up/down; plow right/left; tarp cover/uncover; emergency
lights on/off; spreader light on/off; plow light selector switch; spreader
on/off automatic (ground speed oriented), dial adjustments for spinner and
conveyor; low/hot oil indicator light; replace filter indicator light; body
elevated light. The hydraulic function switches shall have arch suppression.
The dump body switch and
main console shall be “back-lit” utilizing the park light switch for
illumination during night operation.
Switches in the main console shall be the rocker type
(Mcgill, carling switch or approved equal) rated at 20 amps and be
direct acting to the hydraulic function it controls. ( relay type not
acceptable). The following switches
shall have illumination windows indicating when activated. The window colors
shall be as follows: master switch (red), spreader (green), emergency lights
(amber)
The dump body switch
shall be mounted in or on the truck dash
(preferably left of the steering wheel) and shall be firmly attached
with four (4) sheet metal screws through a cut- out sized for easy removal.
Wires in the circuit
shall be color coded. Exterior wiring
between the console and valve enclosure shall be “SO” type. All wiring shall be secured in a manner
which will prevent chaffing, cutting, or pinching. All output circuits shall be protected with appropriate fuses and
all interconnecting wiring shall be multi-pin connected and minimum 10 amp
rated.
The master switch shall
operate on power from an ignition source and control hydraulic functions. When approximately 10 gallons of fluid is
lost the float switch located inside the tank shall activate a relay to cut off
power to the master switch and light up the low/hot oil light located beside
the master switch. There shall also be
a hot oil shutdown system to disable the hydraulic system in the event of
hydraulic oil reaching a temperature of 180 degrees f. There shall be a hydraulic systems function
override located in the panel at the valve manifold allowing the equipment to
be towed for transporting to maintenance facility. The person in the cab operates the hydraulic function while the
other person at the valve manifold presses the override switch. When the override switch is released the
system returns to the shut down mode until the repairs are made and oil is
added to the system, or the oil cools down.
The plow light switch
shall be a maintained action, double-poled, double throw switch and shall
select either the original headlamps or the auxiliary plow lights. The lights shall be switched on/off and
dimmed by the trucks original switches.
The spreader light switch
shall be a maintained action type which runs to the rear of the truck to
control the spreader light.
The tarp cover/uncover
switch shall be a momentary action type used to activate the hydraulic load
cover.
The emergency light
switch shall be a maintained type that operates from a battery source to
operate the safety lights.
Both the plow right/left
and plow up/down shall be momentary type switches. The plow angle shall be turned
horizontally to denote its function.
Located above the plow
angle switch shall be the body elevated indicator light to warn the operator
when the dump body is not fully lowered.
The switch activating this function shall be a water-tight unit with a
metal plunger contact button for extended life and shall have a removable
rubber boot with an o-ring seal beneath the threaded cap.
Conveyor Operation: In the manual mode, the conveyor shall
operate in proportion to the conveyor knob setting. In the automatic mode the conveyor shall operate in proportion to
the truck speed ranging from 5 mph through 35 mph. This shall be accomplished by sensing the vehicle speed through
the existing speedometer system or by adding a second or dual sensor to the
truck. The spinner shall function in
proportion to the knob setting.
Fuse Link Module: There shall be a unitized fuse link module
that supplies battery and ignition power to the console. The only power source shall be from the
battery. The emergency lights shall be
from the battery source and all other power shall be from ignition source. This shall be done by an ignition relay of
the fuse link module. The trigger wire
for the relay shall be the only other outside component to interface with the
cab/chassis wiring and have a 3 amp fuse.
There shall be a 20 amp fuse for the battery and ignition source at the
fuse link module. There shall be a 30
amp weather proof breaker at the battery for the main power
TARPING SYSTEM: To be made of heavy duty tubular arms. Same manufacturer as body and hoist.
MANUALS: Body manufacturer must provide one (1) set
of parts and service manuals per unit ordered.
PINTLE HOOKS: To have installed a forged steel heavy duty
cushioned swivel pintle hook “Holland” PHT 100-a or equivalant. Must have a maximum vertical load of 4,000
lbs. with 20,000 lb. capacity.
SNOW PLOW LIGHTS: Body manufacturer is to provide, fabricate, and
install two (2) mounts and two (2) lights on dump truck chassis at the time
dump body is installed. Lights are to
be truck-lite atl. all terrain or
equivalent. Mount approximately 12”
above fender. To be braced to prevent
vibration.
BUMPER: To be of the body manufacturer design to incorporate
front mounted snow plow.
TAILGATE SPREADER AND/OR SALT BOX: Body manufacturer must be
aware that a tailgate spreader and/ or salt box spreader may be installed at a
later date. Run all hydraulic lines to
right hand side of rear frame with quick couplers installed. No fittings are to exit rear of unit. Supply both
male and female fittings for hydraulic lines.
