The Department of Law represents the County and of its several offices, departments, boards, commissions and other agencies. We do not provide legal services to citizens.

2. Where can I get legal advice on private issues?

Citizens needing legal advise on private issues should retain a private attorney. Check the local Yellow Pages for informative listings by name and by area of practice. You may also obtain directories of attorneys by name, office location, and practice areas on the directory of members of the Maryland State Bar Association or on one of the national legal directories - Findlaw or Martindale.com.

1. When were Local Management Boards established?

The establishment of Local Management Boards (LMBs) was originally provided for in Article 49D that was enacted in 1990 and sunset on June 30, 2005. In response to the sunset of Article 49D, Executive Order 01.01.2005.34 was issued on June 9, 2006, establishing the Children’s Cabinet and the Governor’s Office for Children (GOC). During the 2006 Legislative Session, the General Assembly passed Senate Bill 294/HB301 that re-codified the LMBs. Bills were signed into law on May 2, 2006, re-establishing the LMBs in Article 49D (now Human Services Article §8-301-305).

2. What is a Local Management Board?

Local Management Boards (LMBs) identify priorities and target resources for a jurisdiction’s communities. The major focus is to increase local authority to plan, implement, and monitor children and family services.

3. How does a Local Management Board work?

LMBs serve as the coordinator of collaboration for child and family services. They bring together local child-serving agencies, local child providers, clients of services, families, and other community representatives to empower local stakeholders in addressing the needs of and setting priorities for their communities. There is an LMB in each county and in Baltimore City.

1. Do I have to get a permit?

No, you have the option of coming to the landfill located on Brick Kiln Road and using our scale facility. You weigh in and weigh out and pay approximately $0.03 per lb. for what you discarded.

2. How do I get a permit?

There are two ways to get a permit.

In person by showing your registration card(s) to the seller. If you do not show your registration card(s), a permit will not be issued. Permits may be purchased at the following locations:

Note: Landfill Office on Brick Kiln Road will be open on Saturdays from 8 a.m. to noon from July 7 through August 25 only.

By mail, we need a copy or copies of the vehicle registration card(s), along with the application. If no copies are received, the permit will not be mailed to you.

3. What about getting a replacement permits?

If a vehicle with a permit is sold or disposed of, or needs a windshield replaced, the permit must be removed. Return it to the Wicomico County Solid Waste Office, at which time you will receive a replacement permit at no additional cost. It will come off (even if it is in pieces). We need the permit returned - no permit returned, no replacement.

4. What do I need to get a permit?

You need to bring the registration card for the vehicle(s) you want a permit for. You are allowed two permits per household as long as the two registration cards have the same address. The fee for both permits is $55.

If you live in another county or state and are within two miles of a Transfer Station, the fee will be $165. Permits will be pro-rated in January 2013, for a fee of $30.

5. What materials aren't covered with this permit?

The following are not covered:

• Asbestos ($165 / ton - call the landfill office at 410-548-4935 for details)
• Appliances containing Freon have a fee of $20 per unit - all Freon units must come to the landfill on Brick Kiln Road
• Construction and renovation materials
• Pallets at Transfer Stations
• Roofing shingles and drywall
• Tires ($2 off rims / $5 on rims per tire up to four) discarded at landfill on Brick Kiln Road only (No over sized tires)
• Treated lumber and wood
• Tree stumps and any tree part over 16 inches in diameter and 10 feet in length

The items listed above will not be accepted at any transfer station. They must come to the landfill on Brick Kiln Road and go across the scales and be paid for by weight. The fee is based on $60 per ton ($0.03 per lb.). The hours for the scales are from 7 a.m. to 4 p.m. from Monday through Saturday.

6. What are the general rules?

Once the permit(s) are purchased, they are your responsibility. If they are lost or stolen, Wicomico County will not be held liable. You would need to purchase new permits at the same price of $55. The permit must be attached to your windshield. It can be placed on either side of the windshield in the lower corner or on the windshield behind the rear view mirror (as long as it is not in a shaded area). If the permit is not attached to the windshield, you will not be allowed to unload.

The permit is registered to a certain vehicle and the permit number must match that vehicle. They cannot be transferred from one vehicle to another. The Tag Number from the registration card will be put on your permit. We reserve the right to view all registration cards. This permit is for household trash only! Permits found on improper vehicles, or being used to haul commercial trash, are subject to suspension and/or a fine of $100 to $1,000. Commercial being any business; even a business at home such as chicken house, woodworking, farming, etc.
