2010-01 - Piggybacking on Contracts
Bill 2010-01 was an act to amend the Wicomico County Purchasing Manual, Section V entitled "Methods of Determining Price and Vendor", Subsection 6 entitled "Piggybacking on other Government Contracts" to clarify this section so as to comply with our Charter requirements.
Bill 2010-02 was an act to revise Chapter 196 of the Wicomico County Code, titled "Stormwater Management" to comply with the requirements of the Maryland Department of Environment Water Management Administration established in the Code of Maryland Regulations adopted April 24, 2009, effective May 4, 2009.
Bill 2010-03 was an act to amend Chapter 225 titled "Zoning", Article XX titled "Uses And Standards Enumerated" section §225-115.1 titled "Small Wind Energy Systems" to add provisions to the Wicomico County Code regulating small wind energy systems and to preserve and protect the public’s health and safety.
Bill 2010-04 was an act to amend Chapter 174 titled 'Nuisances' to add Article II, titled 'Graffiti' Sections 174-7 through 174-13 establishing a comprehensive strategy to combat Graffiti, including a purpose provision, definitions, prohibited acts, declaration of nuisance, removal and penalties.
Bill 2010-05 was an act to amend Chapter 7, titled "Board of Appeals," sections 7-1, titled "Creation, membership," 7-2, titled "Organization, staff," and 7-4, titled "Rules of practice and procedure," to reorganize the composition of the Board eliminating the panel system.
Bill 2010-06 was an act to amend Chapter 59 of the Wicomico County Code, titled "Personnel Rules," by repealing in its entirety Article II, titled "Labor Code," Sections 59-02 through 59-14 which related to collective bargaining.
The Annual Budget and Appropriation Bill of Wicomico County, Maryland to adopt the county budget, consisting of the current expense budget for the fiscal year ending June 30, 2011, the Capital Budget for the fiscal year ending June 30, 2011, the Governmental and Enterprise Funds budgets for the fiscal year ending June 30, 2011; and to appropriate funds for all expenditures for the fiscal year beginning July 1, 2010, and ending June 30, 2011, as hereinafter indicated.
Bill 2010-08 was an act to amend the Wicomico County Personnel Manual Chapter 11 entitled "Salary Administration", Section 1110 titled "Call back pay" and Chapter 12, entitled "Overtime and Compensatory Time", Section 1202, titled "Work Time" and Section 1217, titled "Overtime Rate of Pay" to exclude leave in the calculation of eligibility of overtime to be in accordance with the Fair Labor Standards Act and eliminate Section 1110 which is duplicated in Section 1214.
Bill 2010-09 was an act to authorize and empower Wicomico County, Maryland to borrow on the faith and credit of Wicomico County, Maryland an aggregate amount not exceeding Two Million Five Hundred Ninety-One Thousand Five Hundred Dollars ($2,591,500).
Bill 2010-010 was an act to amend Chapter 146, entitled "Fires", amending section 146-1 entitled, "Destruction of property; penalties" and adding sections 146-2 entitled "Open Fire Regulations", 146-3 entitled "Civil Infraction", 146-4 entitled "Enforcement and Penalties", 146-5 entitled "Response Costs", 146-6 entitled "Liability for and Recovery of Response Costs", and 146-7 entitled "Collection and Disbursement of Funds for Cost Recovery", to add a provision that violating the permit law for open fires in the County will subject citizens to the issuance of a civil citation and a fine; and to allow emergency response personnel to recover the costs associated with their response to open fire incidents.
Bill 2010-011 was an act to amend Chapter 59, titled "Personnel Rules," to create Articles I and II, of the Wicomico County Code, titled "Article I - Personnel" and "Article II - Collective Bargaining."
